Grease a 9x9x2-inch baking pan and set aside. In a saucepan, stir together sugar, butter, and cocoa powder. Cook and stir over medium heat until butter melts. Remove from heat and cool 5 minutes.
Add eggs and vanilla. Beat lightly by hand until combined. Stir in flour, baking powder, and salt. Stir in walnuts. Spread batter evenly into prepared pan.
Bake in 350 degrees F oven for 15 minutes or until toothpick inserted into center comes out clean. Cool completely. To serve, cut into squares.
