Put short ribs, crushed tomatoes, 1 1/2 cans water, celery, carrots, onions, and bay leaves in crock-pot. Season with garlic powder, chopped garlic, paprika, oregano, parsley, salt & pepper.
Slow cook in crock-pot on high for 8 hours.
Coat pan with olive oil & chopped garlic. Season potatoes with: garlic powder/onion powder, paprika/parsley, sliced onions. Top coat all with olive oil. Cook potatoes in oven at 350 degrees F for 1 1/2 hr.
