Cook ground beef in skillet and drain fat. Add frozen vegetables, water, tomato soup and Worcestershire sauce. Simmer over medium heat until vegetables tender.
Prepare mashed potatoes. Spoon mashed potatoes in separate mounds over beef mixture.
Top with cheese and cover over low heat to melt cheese.
