Brown (season to taste with salt, pepper and garlic powder) and drain ground beef. Sweat onion and green peppers in a large pot. Add browned ground beef, Catalina salad dressing and both cans of beans (drained).
Simmer for 1 to 2 hours over very low heat. Stir frequently. (You can also cook this mixture in the crock-pot on low heat for several hours. It only gets better with time!)
To serve: layer chips, meat and bean mixture, cheese, lettuce, tomato, salsa and sour cream.
