Mix flour, softened margarine and chopped peanuts. Pat mixture into 9x13 baking dish and bake at 350 degrees F for 20 minutes. Allow to cool.
Mix with hand mixer peanut butter and softened cream cheese (until blended). Add powdered sugar. Blend until mixed. Gently fold in 2 cups COOL WHIP. Spread onto the first layer in baking pan.
Mix milk (NOT SKIM) with JELL-O Chocolate Instant Pudding and Jell-O Vanilla Instant Pudding. Mix with hand mixer on low speed for 2 minutes. Spread onto second layer and allow to cool.
Once third layer is set, top with 2 more cups COOL WHIP. Sprinkle with chopped peanuts and shaved chocolate (use carrot peeler to shave chocolate bar). Keep chilled until ready to serve.
