Preheat oven to 375 degrees F. Brown ground beef with onions and green pepper. Add taco seasoning mix, soup and corn. Stir and heat on medium low.
Meanwhile place enough tater tots to cover the bottom of an 11x7-inch baking dish. Pour hot meat mixture over the top, spreading to edges. Place some more tater tots on top leaving some spaces in between. Press slightly into top. (Note: you will have some remaining tater tots.)
Bake 40 to 45 minutes or until potatoes are lightly browned and mixture is bubbly. Serve with salsa, sour cream, lettuce and tomato if desired.
