In a large saucepan, bring water, milk & butter to a boil. Add pasta mix. Cook 5-6 minutes until rice is tender. Mixture will be runny. Add 1/4 cup of onions and all other ingredients; mix together.
Pour mixture into a 2-qt. baking dish. Add remaining 1/4 cup of onions around the edges. Cover with foil.
Bake 20 minutes at 350 degrees F. Remove foil. Bake 10 additional minutes.
