Crust: combine flour, sugar, nuts, and butter in a mixing bowl until flaky. Press mixture onto pie plate. Bake 15-20 minutes at 350 degrees F, then let cool.
Melt chocolate and milk. Mix well and spread over crust and set in refrigerator.
Beat cream cheese, powdered sugar, vanilla, and peanut butter. Fold in Cool Whip (keep some for top). Spread on top of chocolate covered crust. Top with Cool Whip. Drizzle chocolate syrup over torte. Serve.
