Preheat oven to 375°F. Stir soup, water, rice, veggies, garlic powder, and onion powder in bottom of baking dish. Arrange chicken breasts on top.
Bake for 45 minutes to 1 hour. As ovens vary, check for doneness of chicken. You may need more or less time.
When chicken is fully cooked, top with fat-free cheddar cheese and allow to melt. Serve hot.
