In a large kettle, bring four quarts of water to a rolling boil. Add salt, then pasta. Set timer for 10 minutes.
In a small saucepan, melt butter. Stir flour into melted butter until well blended and bubbly, then add milk. Stir in cheese and heat on medium setting until cheese is melted. Turn off heat.
When timer goes off, drain pasta, then return to the pot and pour cheese sauce over. Stir gently until blended. Serve hot, or if desired, transfer into 9" x 13" baking dish and bake for 15 minutes at 350 degrees F.
