First put the hash browns in oven for 10 minutes. Brown the ground meat, drain and put aside. In another bowl mix nacho cheese, Ro*Tel, and soup together, then mix ground meat with it.
Then get a 9x9 glass casserole dish. Put 10 of the hash browns on bottom of pan. Pour mixture on top then add the remaining hash browns on top.
Put in oven for 30 minutes at 350 degrees F.
