Prepare rice and set aside. Peel and cut potatoes and onions.
In a 2 or 3 quart casserole dish, start your layers. First layer will be half of your hamburger (raw) on bottom of dish. Next layer put your potatoes, next layer put your onions, next layer put your carrots, next layer will be your rice, next layer will be the rest of your raw hamburger crumbled on top, and your last layer is ketchup across the top of the hamburger.
Cover and bake in a preheated 425 degrees F oven for 1 hour or until the potatoes are done when pierced.
