Cook bacon until crisp. Remove bacon from grease, crumble and set aside.
Cook onion in grease until opaque. Blend in flour, salt, sugar and pepper. Add vinegar and water. Cook until thick.
Add bacon and onion mixture to potatoes. Serve warm.
