Combine flour, paprika, cayenne pepper and salt in bowl. Put dry thawed wings in a bowl and sprinkle flour mixture over them. (Can use container with lid and shake.) Refrigerate for 60-90 min.
Heat oil. In small pan over low heat, combine butter, hot sauce, pepper, and garlic. Heat until well blended and butter melts. Fry wings 10-15 min (making sure oil is completely covering wings) until brown and crispy. Quickly drain on paper towel.
Place wings in large bowl and coat with hot sauce mix. Serve hot. Can be served with celery and choice of dressing (ranch or blue cheese).
