Brown ground chuck with onion & green pepper; drain well. Add tomatoes, chili powder & salt. Simmer for about 10 minutes. Pour into a 4 quart casserole dish.
In a separate bowl, stir together the corn bread mixes, corn and milk just until moist. Spoon over the meat mixture then smooth out. Sprinkle with shredded cheese.
Bake uncovered at 400 degrees F for 30 minutes. Serve with salsa (optional).
