Heat oil until hot and add flour constantly stirring until brown. Slowly add water while stirring.
When gravy mixture starts simmering, reduce heat and add tomatoes.
Simmer for about 15-20 minutes adding water if mixture gets too thick and stirring occasionally to prevent sticking and scorching. Add salt and pepper to taste
