Start by putting the tomato juice into your LARGE kettle. Add the salt and pepper and bring to a soft boil.
Now mix the ground beef and rice together. Drop into boiling juice and turn down to simmer.
After 30 minutes, add potatoes and cabbage. Cook to your own desired doneness.
