Cake: Mix flour, cocoa and sugar, stir well. Add butter, milk and vanilla, stir well and pour into 8 x 8 greased baking dish.
Topping: Mix sugar, cocoa and flour together until well blended. Sprinkle on top of batter. Pour WARM water on top.
Bake at 350°F for 30 minutes or until semi-stiff. (Another words if its still sloshes out when you jiggle it, bake some more but you don't want it to be completely stiff or you lost the gooeyness.)
