Preheat oven to 350 degrees F. Cook spaghetti noodles, drain and set to side. Brown meat with onions and bell pepper. Drain and add season pkg. from Kraft Spaghetti Dinner, tomato paste, salt, pepper and garlic powder. Then in a separate bowl mix cream cheese, sour cream, and cottage cheese.
In a 9x13 dish, spread noodles on bottom, then cheese mixture, then meat mixture. Top with parmesan cheese and mozzarella cheese.
Bake for 30 minutes or until bubbly.
