Brown hamburger meat, drain and rinse. Mix in taco seasoning with 1/4 cup water. Add one cup of corn/black bean salsa. Simmer over medium heat in skillet for 5 minutes, stirring occasionally.
Preheat oven to 350°F. In a round dish, (even a round cake pan) place one flour tortilla in the bottom of the pan. Layer half of your meat mixture, cover with 1/2 cup of salsa and 1 cup of shredded cheese. Top with tortilla, the remainder of the meat mixture and the remainder of cheese.
Bake uncovered for 15 to 20 minutes, until cheese is completely melted. Serve with sour cream.
