In a medium saucepan over medium low heat whisk together cream cheese and chicken broth until cheese is melted.
In a small bowl, combine flour and water to make a paste, add to sauce. Add pepper and garlic powder.
Simmer over low heat about 8-10 minutes to thicken sauce.
