In a saucepan, brown the ground beef, onion, garlic and oregano. Drain and return to pan. Add tomato soup and vinegar. Simmer for 30 minutes stirring occasionally.
In a lasagna pan or casserole dish arrange 3 alternate layers as follows:
Sprinkle top with grated parmesan cheese.
Bake at 350 degrees F for 30 minutes. Let stand 15 minutes.
