Mix soups, 2/3 of the package of onion soup, rice, milk, water together in a 9 x 13 greased casserole dish.
Place chicken on top of rice mixture. Sprinkle top with remaining onion soup mix. Cover with foil tightly.
Bake for 2 hours at 350 degrees F. No peeking!
