Beat the butter until fluffy then gradually add sugar, beating well. Add eggs, one at a time, beating well after each. Combine the flour, baking powder, nutmeg, and salt.
Add half flour mixture to butter mixture beating well to combine, then add milk, beat to combine, finally add remaining flour mixture and beat until well blended.
Divide dough in half, form a disk, cover with plastic wrap, chill for 1 hour. Roll out half of dough, on a floured board, to 1/4 inch thickness. Cut with a 2 1/2 inch cookie cutter and place on a greased cookie sheet. Repeat with other half of dough.
Bake at 350 degrees F for about 8 minutes. Cookies should not be brown. Move to wire racks to cool.
