Preheat oven to 350 degrees F. Stir together flour and brown sugar in medium bowl; with pastry blender, cut in butter until mixture resembles coarse crumbs. Stir in 1/2 cup chocolate chips; press mixture onto bottom of pan. Bake 15 minutes.
Meanwhile, in large bowl, combine sweetened condensed milk, egg and vanilla. Stir in remaining 1 1/2 cups chips and nuts. Spread over baked crust.
Continue baking 25 minutes or until golden brown. Cool completely in pan on wire rack. Cut into bars.
