Mix together the cream cheese, sour cream and the Miracle Whip. Place this mixture into a glass 9 x 13 inch pan.
Brown the hamburger and drain it well. Add the taco seasoning and water. Simmer until the water evaporates and the mixture thickens. Add the tomato sauce and salsa. Pour evenly over the cream cheese base. (Chilling the base for 1/2 to one hour is optional, but will help establish layers.) Top with grated cheddar and mozzarella cheeses.
Bake in 350 degrees F oven for approximately 20 minutes or until the dip begins to bubble on top. Serve warm with your choice of nacho or corn chips.
