Cream together the butter and sugar in a large bowl. Stir in flour, salt, vanilla and chips.
Add the water, one tablespoon at a time, until you have reached a good dough consistency. You can add more water if needed. Remember 1 spoon at a time.
After it is done, you can refrigerate it for an hour and cut it like fudge.
