Cream butter and sugar. Mix together flour, salt, baking soda, and cream of tartar. Add to creamed mixture and mix well. Add vanilla, pecans, and corn flakes and mix well.
Using a rounded measuring tablespoon, drop onto ungreased cookie sheets about 2 inches apart.
Bake at 350 degrees F 10-15 minutes or until slightly brown on top. Remove to cooling racks.
Using a sifter, sprinkle with powdered sugar while still warm. Melt semi-sweet chocolate and drizzle over cookies. Let cool.
