Bottom Layer:
1 cup flour
1/2 cup brown sugar
1/2 cup butter
Top Layer:
1 cup brown sugar
2 tsp flour
1/2 tsp baking powder
1/4 tsp salt
12 oz chocolate chips
2 beaten eggs

Mix bottom layer ingredients and press into 9x13" greased pan. Bake at 350°F for 15-20 min.

Do the same for the top layer ingredients. Bake at 350°F for 20-25 min.

While warm, put the top layer over the bottom. When cool, cut into small rectangles.
