Add all marinade ingredients to a pan and bring marinade to a boil on the stove; take off stove and cool.
Meanwhile, finely chop all veggies. Mix with remaining ingredients (except chips). When marinade is cooled, pour marinade over mixture, stir and chill a couple of hours or overnight.
Before serving, drain marinade off and serve with your favorite scoop-shaped chips.
