In a large, deep pot, add first 10 ingredients (green onions through ground red pepper), and bring to a boil. Reduce heat, cover and simmer for about 15 minutes.
Meanwhile, put cornstarch in a medium glass, strain the clam nectar and mix. Set aside.
Add clams and bacon to pot. Add half-and half to pot and heat just until steaming (do not boil). Add cornstarch/nectar mixture; heat until thickened, stirring constantly. Serve with sour dough bread!
