Rub garlic powder on all sides of roast. Place oil in pan on stove top and brown roast on all sides.
Cut potatoes into wedges. Place 3/4 of the potatoes and carrots into bottom of crock-pot. Sprinkle dash of salt, pepper, and basil on top of potatoes and carrots. Place roast on top and cover roast with rest of the potatoes and carrots. Give another dash of salt, pepper, and basil. Pour 1 can of gravy over the top (let it sink down to the bottom) and pour remaining cans until roast is covered.
Cook roast for 11-12 hours on low or 6-7 hours on high. Upon completion, place roast in serving dish with potatoes, carrots and gravy (from the crock-pot) and slice accordingly.
