Place shrimp in a colander and thaw per package instructions. At this time, start a large pot of water boiling for the pasta & vegetables. Place cubed cream cheese and Velveeta in a double boiler to melt; stir frequently, adding milk midway through process.
While shrimp is thawing, saute garlic, shallots, bacon and dressing in a large skillet until bacon is browned. Add pasta to boiling water and cook per package directions (about 12 minutes). Add frozen vegetable mix after pasta has been cooking about 5 minutes. Peel & rinse the shrimp. Add to the bacon mixture in skillet. Saute until shrimp turn pink, about 5 minutes.
Drain pasta & vegetables in a colander. Add to the skillet. Pour cheese sauce over vegetables and pasta. Mix all ingredients thoroughly. Serve immediately.
