Melt the syrup, brown sugar and peanut butter together slowly over medium heat, stirring fairly often. Don't let it stick to the bottom. Add Rice Krispies. Mix well. Pat into a 9x13 buttered pan. Chill.
Beat 5 Tbsp. butter, dry pudding mix and milk. Add powdered sugar (you can add up to 2 Tbsp. milk more if it's too thick). It should be about like frosting, it will be pretty thick. Spread on bars and chill again.
Melt the chocolate chips and the 4 Tbsp. butter slowly in the microwave or over low heat. Spread or drizzle on bars and chill once more (it needs to set for at least 20 minutes).
Take out of the fridge and let warm up just a bit before you try to cut and serve. Cut into SMALL bars.
