Spray shallow baking pan with cooking spray and place chicken breasts in pan. In a separate bowl, combine chopped bell peppers, jalapenos, minced garlic, and olive oil; Once thoroughly combined, sprinkle over chicken and place in the oven at 350 degrees F for 20 minutes.
While chicken bakes, melt butter in a saucepan. Once melted, add flour and stir for 1 minute. Whisk in milk; continue whisking until sauce thickens. Remove from heat and stir in the cheese, hot pepper sauce, salt and pepper.
Remove chicken from the oven; Pour cheese sauce on chicken and return to oven for an additional 20 minutes or until done.
