Take 2 cups water and put in medium pot and 1/4 cup rice. Bring to boil and simmer for 20 minutes.
Brown ground beef & cut up banana peppers. Drain. Add dry mix, steak sauce, can tomatoes and 1 cup of water. Simmer until it thickens. Just before you put the meat mixture in the peppers fold the rice in it. (Don't stir too much, it will make rice mushy.)
Wash bell peppers and take out seeds. Place bell peppers in a pan so that they all are standing up. Take meat mixture and put inside bell peppers once they are filled. Pour the rest of mixture in with one can of tomatoes or sauce and then pour around the peppers.
Bake at 400 degrees F for about 1 hour or until bell peppers are tender.
