Preheat oven to 400°F. Line a large roasting pan with foil, spray with cooking spray. Cut lemon in quarters. Mix butter, garlic, lemon zest, marjoram, thyme and pepper in small bowl.
Slide fingers under breast and as much of leg as possible to loosen skin. Spread 3 tbsp butter mix under skin. Spread remaining over skin. Put lemon quarters in body cavity. Place in pan.
Roast 1 hr. After 20 min of roasting, cover chicken with foil. Remove pan from oven, arrange potatoes around chicken, stir to coat with drippings. Roast another 30-45 min or until potatoes are tender. Remove chicken to cutting board, let rest 10 min before carving.
