Melt butter in medium size saucepan. Saute green onion 1 to 2 minutes or until tender. Remove from heat.
Stir in flour, mustard and pepper until smooth. Gradually stir in milk and water; add instant bouillon.
Bring to boil over medium heat, stirring occasionally. Boil and stir 1 minute or until thickened. Stir in chopped meat; heat through. Serve over slices of toast.
