Mix together tomato sauce, cumin, garlic powder and salt.
Brown rice in oil. Keep stirring or rice will burn. Make sure all rice is brown. Then add meat and stir until browned. Add tomato sauce and spices; simmer for about 15 minutes to let spices cook into meat.
Then add hot water. Stir then cover. Check in half hour, stir then cover again. Keep checking every half hour add additional water if rice is not cooked.
