Mix all ingredients except cabbage leaves and sauce ingredients in large bowl and set aside. Cook cabbage leaves in boiling water until limp, (about 3 minutes). Drain and fill cabbage leaves with meat mixture. Roll and place in 9x12 baking dish.
Mix tomato soup, lemon juice and brown sugar and pour over cabbage rolls.
Bake uncovered 1 1/4 hours at 350 degrees F.
