Preheat oven to 350°F. Brown turkey; drain. Combine turkey with remaining ingredients (excluding corn chips and cheese).
Arrange 2 cups corn chips on bottom of 8x8 baking dish. Spoon turkey mixture over chips. Crunch remaining chips and sprinkle chips with cheese over turkey mixture.
Bake for 30 minutes.
