In a large bowl, cream sugars and butter. Add eggs, vanilla, and water; beat well. Combine flour, baking soda, cocoa powder, and salt; add flour mixture gradually to egg mixture; stirring to mix well. Add 3 teaspoons of peppermint extract. Form into a big ball and put in freezer for one and a half hours.
Take out of freezer. Using scissors, cut mint patties into fourths. Wrap mint patties in 1 1/2 inch dough balls. Place dough balls onto a greased cookie sheet.
Bake in a 375 degrees F oven for 10 minutes or until they start to separate on top. Let yummies cool. While cooling melt chocolate frosting in a bowl and add the other 2 teaspoons of peppermint extract. Drizzle frosting over yummies. ENJOY!
