Bring 1 cup of water to a boil in a small saucepan. Add the 2 pkg. of Jell-O and stir to dissolve. Pour Jell-O mixture into a large mixing bowl. Cool for 3 minutes.
Add the buttermilk to the Jell-O and stir to blend. Next, add the Cool Whip and stir to blend. Last, add the fresh sliced strawberries.
Pour into an 8 x 8 inch casserole or a 1 1/2 qt casserole dish. Refrigerate for 2 hours.
