Preheat oven to 450°F. Boil penne pasta and brown meat separately. Pour taco seasoning into meat as directed on package.
Melt Velveeta into the pasta. (For easier melting, add a little bit of milk, and cut Velveeta into smaller pieces).
Take out a casserole dish and layer about half of your pasta on the bottom. Next layer the ground beef and pour jar of pasta sauce over the meat. Next, layer remainder of pasta. Add bag of shredded cheese on top.
Put in the oven for about 10 minutes or until top layer of cheese melts. Sprinkle parmesan cheese on top.
