In a mixing bowl combine all ingredients together. In a bowl toss the roast beef and ingredients. Put in quart size Ziploc bag. Refrigerate overnight.
Preheat oven 350°F. Line glass pan with tin foil (enough to wrap roast). Add half cup of water on bottom of pan. Then put meat in pan with remaining sauce pour over meat. Seal meat with tin foil to lock in the moisture.
Put in oven and let bake for 1 hour 30 minutes. Check water level - add 1/4 cup of water at bottom of pan if needed. Continue to cook for 30 more minutes. Serve.
