Place 3 tablespoons sugar in a pot on the stove and melt stirring constantly. Pour into brulee cups. Set aside.
In a bowl beat egg yolks. Add 2-3 tablespoons sugar, milk and zest. Pour into brulee cups
and place cups into a water bath.
Bake at 400 degrees F for 15-20 minutes till toothpick comes clean. Let cool then refrigerate. Serve with fresh cream.
