Melt butter or margarine and add cabbage and onion. Sauté until onions are clear, approximately 10 minutes.
Sprinkle flour over cabbage and onion, mix well. Add chicken broth and tomato sauce, bring to boiling.
Add remaining ingredients and simmer about an hour.
