Sift flour and baking powder. Cream butter with sugar until light. Gradually blend in flour mixture. Cover and chill.
Roll out on lightly floured board to 1/4 inch thick. Cut with cutters or glass. Place on 2 parchment covered cookie tray.
Bake in 300 degrees F oven for 20 minutes. Cool on wire rack.
When cool, dip in melted dipping chocolate and let dry. Can be frozen.
