Mix flour, baking powder and salt in medium bowl.
Beat butter and sugar in large bowl with electric mixer until light and fluffy. Add eggs, one at a time, beating well after each addition. Stir in vanilla and milk. Gradually add flour mixture, beating well after each addition. Refrigerate 3 to 4 hours or overnight. Roll dough to 1/8-inch thickness on lightly floured surface. Cut with floured cookie cutters. Place on ungreased cookie sheets. Sprinkle with white or colored sugar, if desired.
Bake at 400° for 5 to 8 minutes or until lightly browned. Decorate as desired.
