Heat oven to 350°F. Grease and flour 2 (9-inch) round cake pans. Line bottom of pans with wax paper.
Beat eggs, granulated sugar and vanilla with electric mixer on medium speed until light and fluffy. Blend in flour, water, dressing, cocoa, baking soda and baking powder.
Pour batter into prepared pans.
Bake 30 to 35 minutes or until toothpick inserted in center comes out clean. Cool 10 minutes; remove from pans. Immediately remove wax paper. Cool completely on wire racks.
Beat butter and vanilla. Add combined powdered sugar and cocoa alternately with milk, beating well after each addition. Frost cake.
